It seems you acquire the same skill, but in different countries the path is sometimes so different: for example, in Mexico you can obtain a driver's license by filling out a form online and without exams, and in Japan, on the contrary: there are a lot of details you need to know to successfully pass the practical. And the theoretical exam consists of 100 questions. So in Germany the process seems fairly logical, as do the rules themselves. Besides the cost, of course, but we're not used to that.
